Economy Vision Statement  DRAFT

Northern Kitsap’s economic development is appropriately scaled to match population needs.  The economy primarily serves the needs of residents and also accomodates the needs fo daily visitors.  Commercial development is minimal, occurring primarily in the ‘downtown’ core in order to preserve the aesthetic qualities of neighborhoods.  Rural economic development potential exists throughout the North Kitsap Area and Hansville’s commercial area is sustained through its role as a centralized waterfront gathering place for North End residents.  Communications technologies are improved while respecting the character of the rural landscape, improving the viability of home occupations and telecomuting.  Businesses outside the downtown such as bed and breakfasts, wineries, nurseries, and agricultural retail also harmonize with Greater Hansville’s rural character.

 

Goals and Policies  DRAFT


GOAL A:  Improve Downtown Hansville

     POLICY 1: 
     Relieve wetland-related development restriction by exploring alternatives
     such as mitigation banking, TDR, integrated SEPA review, sewer treatment.

     POLICY 2:
     Perform a comprehensive assessment of downtown Hansville, coordinated
     with Norwegian Point Park master planning.

     POLICY 3:  
     Promote Greater Hansville as a recreation gateway, and support visitor
     services and amenities.

     ACTION 1:
     Prepare a downtown master plan that includes a restaurant,
     a cultural center, and restoration of Finn Creek.

 
   

GOAL B:  Enhance Cultural Diversity

     POLICY 1:
     Make the GHA a destination for the arts.

     POLICY 2:
     Support siting and construction of elder housing.

     POLICY 3:
     Coordinate economic development activities with Port Gamble
     S’Klallam Tribe.

     ACTION 1:
     Create a Cultural Arts Center and Gallery at Forbes Landing
     [downtown]      (Coordination: GHAAC, KEDA)

 
   

GOAL C:  Diversify Economic Base in a Manner
                   Consistent with GHA Character and Values

     POLICY 1:
     Support dispersed commercial / industrial activity.

 

Glossary of Terms

TDR - Transfer of Development Rights   -  the ability to transfer building lot density from one property or “sending site” to another or “receiving site” in conjunc­tion with conservation of all or part of the sending site as open space or working farm, or forest.  

Mitigation Bank  -  A mitigation bank is a property approved by the appropriate county, state and federal agencies for restoration, creation, or enhancement to compensate for adverse impacts to wetlands caused by the development.

  1. POLICY 1: Make the GHA a destination for the arts.

    Depends how this is done. NOT in downtown Hansville. Art in the woods? Studios here and there? Maybe – if infrastructure such as parking, bathroom facilities, litter control can be provided by art business owners.
    We do not want to become the CARMEL that someone keeps promoting!!!!

  2. If keeping the buildings at Norwegian Point Park means promoting tourism, then get rid of them.

  3. Commercialize downtown Hanville? This is the desire of a “special interest” few who are being catered to – by who? Commissioner Bauer?

  4. By the way, we LOVE our wetlands and its building restrictions!

  5. Visitor services? We barely have residential services and thats the way Hansville residents like it. Why would we want to encourage visitors so that we have more traffic, more litter, and less availability to the residents? I live in Hansville to GET AWAY from recreational getaways and tourist meccas, and crowds and traffic….

  6. Elder housing? Are you kidding? We live 10 miles from the nearest grocery market (and we like it that way). Why would anyone want to put up elder housing where they would have to travel long distances to get to marketing or other shopping as well as medical care? Is anyone actually thinking about what they are putting on paper? And who the heck put the GHAAC in charge?

  7. Why on earth would anyone who actually lives in Hansville want to see it become a recreational mecca? Hansville residents live here so that we don’t have to deal with crowds and traffic and tourists. And if peopel want a cultural center they can go to Poulsbo or Bainbridge Island. Why must we destroy every beautiful place by commercializing it?

  8. People live in Hansville because it is quiet and peaceful, if they want a recreation getaway move somewhere else! I have enough exposure to tourists on the ferry I don’t want them in Hansville. I like it when I tell people I live in Hansville and they say “Where ?”

  9. Who wants to change this area from residential living and one of the most beautiful areas of Washington. If someone wants this to be like a commercial recreation area than why do these people not move to something like Cannon Beach or the like. It was once a beautiful area for residents till it changed to a full time money making community, we did not move here for this.
    A restaurant would be nice but these business have enough trouble making it in Kingston how can they expect to make a living here without many more people living here.
    From what I see we just installed speed tables to get traffic to slow down, how does this fit in with maybe twice as much traffic.
    As for the boat ramp at Point no Point who will control where overflow parking will park after the lot is full every morning during fishing season, I think it is going to be a real mess.

  10. Hansville and it’s residents could benefit greatly from some commerce in our area. Yes, I am a resident of Hansville and I support growth, at a moderate level. Having an arts and cultural center could help local artisans and raise awareness of our beautiful area. The increased revenue from expanding our commerce, with a restaurant or a few more stores, could greatly help local projects. And last, but definitely not least, our property resale values could increase helping to recoup some of the losses that we have seen over the last 2 years.

    With careful planning and the right team to oversee this growth, this could be a very positive thing.

    • If you are looking for growth, increased revenue, and better property values move to Poulsbo.

  11. The people of this area do not want it to become a tourist and recreation “destination”. The people want it to remain simple and quiet with rural landscapes and character. That is what the majority of us live her for. Do not ruin it.

  12. I worked on the Planning Committee for this plan and do not believe the Planning Committee wanted Hansville to be designated as a “Recreational Gateway”.

  13. Policy #3 – “Promote Hansville as a recreation gateway”???Why is GHAAC and the County ignoring the alarm going out from local residents who are already suffering consequences of increased recreational traffic and use???
    Local residents DO NOT INTEND THIS TO BE A RECREATIONAL MECCA!
    Is this the idea of a SELECT FEW???
    DO NOT PROMOTE HANSVILLE AS A RECREATIONAL GATEWAY!
